Possibly: It depends on the reason you're doing this, and the intensity. If your intent is self-harm, it is self-harm. Some people do not intend to hurt themselves but enjoy the sensation of cold on their skin. Others, however, use ice to effectively cold-burn their skin. This is truly self-harm. Help is available with psychologists and psychiatrists.
