Depends on details: Sometimes golf ball sized lumps can be evaluated by one's primary care doctor. Other times, the ER is better. It depends on details such as how long the golf ball has been there, how fast it is growing, what it looks and feels like, whether or not there are other symptoms, whether or not the patient is otherwise healthy or has complex medical issues, etc...
