Had a cold with sneezing and sore throat with hoarseness. 4 weeks later feel perfectly healthy, but sometimes voice still feels a little bit off and my throat feels scratchy sometimes. could the throat irritation be due to vaping?

Yes: I would suggest a virtual consultation with Pulmonology. You may need additional testing to include a chest x Ray and Pulmonary function testing. In the meantime, drink soothing fluids and rest. Avoid further smoke exposure.
