Doctor can examine: One's primary care doctor can examine to see what the actual problem is. Hair is not alive so has no sensation (hair cannot itch). However, the skin where the hair follicles are, and the follicles themselves, can itch, have rashes, etc... Itching can be from allergies, eczema, seborrhea, dry skin, but bites (bed bugs, mosquitoes, lice, etc...) or other causes. In-person exam is the best approach.
