See a neck surgeon : Unclear what you are asking. A cervical surgeon will determine if operation is needed, or if a steroid injection to the area would be a better option for you. Consider an EMG first to determine if you have reversible damage to the nerve BEFORE surgery is considered, because if the symptoms will remain regardless of interventions, your decisions may change.
