Hard to label: A localized rash is often triggered by direct contact with something. The description is vague & does not specify where on the foot or the type of rash. There are some viruses that can trigger isolated foot/hand/mouth or peri-anal blisters. In short, rashes require either a detailed description or visual exam for assessment. Neither is possible here.
