Exam then treat: These can be as simple as a reaction to a bug bite anywhere around the eye, a foreign irritant trapped under the lid, a swelling within the tear glands or something else. If the kid is bothered by it I would have it examined. You might detect a bite mound by close exam & these sometimes don't bother the kid.
