See her doctor: Fever above 102.2 is worth going to the doctor for. May be sinusitis, the flu or something else. Could just be viral as well, but only her doctor can tell you after examining her and maybe even running some tests.

Call PCP: A 4yo with a fever usually just has a viral infection; however, with eye or other neurologic complaints, at least speaking with someone who can ask further questions to assess is warranted. Your pediatrician may want to see the child to be sure that a more serious infection or other problem is not going on.
