It does not: The exposure of populations and our soldiers to this herbicide is regrettable, but it's pretty well established that it's not a genotoxin. The decisions about compensation of veterans are based largely on good and humane public policy rather than real science. You have my sympathy if you or someone you love has muscular dystrophy, but this is not the cause.
