I was born unable to make use of my right arm and noticed my right arm was smaller than my left. i am unable to rasie my hands 180 degrees while standing, unable to move each of my fingers freely, unable to make use of my right arm freely.

You posted statement: Do post a question, not a statement. That said, muscles connected to the damaged nerves will not work correctly or will not work at all. Other nerves that are undamaged will continue to send signals to their muscles and keep them moving. However, muscles work together as groups of muscles. That means weakness or paralysis in a few muscles can make a limb malfunction even if other muscles seem ok.
