my 3 wk baby is with my fiance & mom away from me. they constantly have the tv on while baby is sleeping. would the constant noise from the tv cause her to have involuntary face and body spasms & what are the risk of this enviro on her development ?

Wouldn't think so: A 3 wk old sleeps through a lot of outside noise & it matters little if it is machinery, a vacuum cleaner or a TV. Babies also have many spontaneous random movements of arms/face/legs that are normal. Truly abrupt spasms are a neurological disorder that requires investigation.
