I'm on warfarin my inr shud be 3 but was 1.9 on monday & banded my shin which swelled up into a large lump immediately but then went down within an hour & is just a tender slight swelling that looks like it's going to bruise. is this normal?

Sort of: Since you are on an anti-coagulant, you are more susceptible to bruises from minor injuries. Since you INR is not at the desirable level, you should see your doctor to ascertain if an adjustment in dose is warranted.
