Clothes: If you washed your clothes that should be sufficient to clean and reduce or prevent bacterial contamination. I am not quite sure what your semi dry question means. Could you send again for clarification.

Depends on how wet: First, we live with bacteria and would not survive without them as they are part of our lives on this little blue planet. If clothes got put away while wet enough to have a stale water odor or dirty water odor, then they were too wet... and in that case can be washed and dried again. It's mainly an odor issue, not an infection risk. Be sure the washing machine does not have a dirty water odor.
