3 y.o. child, can only clearly say 9 words, can hardly speak sentences though he tries. his pre-school teacher is not concerned about his slow development--says can refer if parent wants to. what to make of this?

Delayed kid: A 3 yo should be speaking in clear sentences that a stranger can interpret as if she were older. This is a misinformed teacher to say the least. Have her parents contact the special services office of the local school district where they live about the "child find " program that looks for such kids. The school should arrange proper screening. Her doc should screen her too.
