Depends on details: Unlike the real estate business, this is not about location. It's about people. Suppose a guy does not have HIV (if sexually active, he got a negative annual HIV screening test in the past year). He can catch HIV from a partner only if his partner has HIV. That's the issue, as HIV doesn't appear from nowhere. If a partner has no HIV, additional testing is not needed. If high risk, then test more.
