Depends on country: In america, the gardisil vaccine for example is indicated and approved or age 9-26. Other countries, like canada has some indications up to age 45. Roughly, the indication depends on the age category of the study group population when the drug company filed for fda approval.

Approval vs works: Meds & vaccines are tightly regulated by the fda & the petition for approval & use for a specific product follows the paperwork required.The company comes up with a target age group & must collect data how effective it is in that age range for review & approval is granted for an age range. The vaccine likely works well from early childhood to old age, but time & cost to get approval is prohibative.
