I have raw skin from a blister but it popped is it infected?

Skin Winner: Difficult to say. Unlikely as skin is irritation from trauma. If skin is red and angry appearing with pus or streaking from the site it may suggest infection. Hygiene with use of soap and water along with keeping the site dry is essential. Best in health.
