Need eval: Some women have tissue at the vaginal entrance (hymen) that is so thick it requires surgical removal before penetration can be comfortable. Relief can be attained with a simple procedure. There may be other issues instead, but sex should not be this painful.

Doctor can examine: One's pediatrician or family doctor can examine. That said, we (the world) do not want 17 year-olds to have sex or become pregnant and become parents, but instead to wait a few years until they have a few more years of school (college) experience, work (job) experience, and life experience. Of course, each situation is a little different, but rarely if ever is sex truly required at age 17.
