Need more info!: Hello. Not sure where stinging sensation is: Top of the penis can be anywhere on the external skin from base to the tip: due to certain chemicals in cosmetics, skin creams or lubes. If it's the TIP of the penis, the opening where the urine and semen (cum) comes out, stinging is from irritated nerves from infection (STD, skin fungi), or mild injury, very concentrated urine.
