Come together ????: A newborn's umbilical stump will usually separate from the base by a week of age & may be marked by oozing or blood. Several times daily use of alcohol can speed further drying & healing. What you mean by coming together is confusing. It is a wound that heals. If it has not dried/healed by 16 days it should be seen by the doc.

Hernia: That is called congenital hernia. There's is nothing to worry about, this is a very common condition. It may become bigger when the baby is straining crying or coughing, that's normal. This happens because the umbilicus doesn't close all the way. There's nothing to be done but to wait until one year old to be corrected by surgery. Get your baby screened for hypothyroidism anyway (is associated)
