Lymphangitis?: Maybe a condition called sclerosing lymphangitis. It usually involves the penis, scrotum to pubic area might be possible. Google it for photos and see a doctor for proper diagnosis, ideally a urologist. It's not harmful and usually clears up on its own. But professional evaluation probably will be reassuring.
