Itchy & Scabs: You may have a fungal infection in your groin area. Please see your doctor. Also tell him/her about your abdominal pain, which is likely unrelated. Peace and good health.

Balanophostitis: You may have a balanophostitis or a fungal infection. The main factor of risk in here is your Diabetes. Its important to be sure that it is well controlled, if not its gonna be difficult to treat this infection, and could become recurrent. You may need to see an Urologist for the infection in your genital area, and an internist to control your Diabetes. The abdominal pain probably for other cause.
