I have swelling/inflamed what i think are veins around the top of my penis where the foreskin used to be?

Lymphangitis?: This sounds like sclerosing lymphangitis, also called lymphangiectasis of the penis. It's uncomfortable but harmless, clears up on its own in a few weeks, maybe faster if you avoid sex. But best to see a doctor to confirm the diagnosis. It probably has nothing to do with your apparent adult circumcision. Google it to see photos and see how they compare with what you have.
