Yes: By combining both methods, you are significantly increasing the dose of hormone, which will increase the risk of side effects of nausea, weight gain and potential blood clots, and cause your periods to be very irregular. The risk of a ring falling out with toileting is extremely low.

Yes, some risks: NuvaRing is at least 99% effective in preventing pregnancy when used correctly, and Plan B is not intended to be used for routine contraception. Side effects include menstrual bleeding irregularities, fatigue, and abdominal pain, and you may be at higher risk of some of these because you’re doubling up on one kind of hormone when you use NuvaRing and Plan B together.
