Yes & no: The general potential for all of your body parts is determined by an interplay between your genes and the hormone production that pushes them to mature. If something interferes with hormone production chronically, your system may not achieve its potential. Excess hormone production does not, however, always translate into exceeding the fixed genetic potential.
