Depends on details: Genital HPV viruses are common. That is why everyone from middle school up to age 26 (or age 45) gets vaccinated (self-pay if no insurance). If we define virgin as penis in the vagina, that doesn't exclude HPV infections due to contact of penis outside the vagina. Of course, as the song says, "Nothin' from nothin' leaves nothin'" so if neither person carries HPV, neither can infect the other.
