Exam needed: A physician or gynecologist would have to inspect this in order to make a diagnosis. It may be an ingrown hair,inclusion cyst,wen or Bartholin gland cyst(if it's near the opening of the vagina). Absence of redness or tenderness usually signifies lack of infection.
