Would a negative qualitative hcg blood test be accurate atleast 2.5-3 months since sexual activity occurred?

Yes: The time from occurrence can affect testing (mainly urine testing) if sexual activity occurred fairly recently (within a week or so). This is not so much the case for blood testing, which is usually more accurate and picks up the target substance/product (BhCG) much sooner.
