Hard to say: Redness in that sensitive skin suggests a contact with an irritating agent, such as a wipe that triggered the change. Without seeing the area it is hard to say what this may be. Some kids are more sensitive to wipes or other cleaning materials than others. If it is obviously bothering the kid I would check with his doc. Treatment would depend on the findings.
