It depends: on what those two people do with the other 165 hours in their weeks. The likelihood of DVT and PE are far more dependent on the number of hours one spends in sedentary activities than the number of hours one spends exercising. If individual 1 is a truck driver and individual 2 is a dog walker, 1 is at higher risk, but if 2 is a pilot and 1 is a chef, then 2 is at higher risk. Hope this helps!
