Unlikely: Pain from a trigger such as combing could easily be cutaneous (skin or soft tissue) nerve irritation. This is especially likely if she puts her hair into a pony tail or other tight configuration which puts traction on the nerve roots. You may want to consider leaving the hair down or loosely tied in order to avoid such traction. Hope this helps!
