Yes: for HIV at 2 weeks and current tests the virus and the immune reaction are both tested for and at least one has to be there. For all other infections, mostly the immune response can be found by 2 weeks, but certainly by 4 weeks. The risk of a false test is far, far less than the risk of lying and a new infection, so we can't tell if there are ANY false negatives by 4 weeks.
