Can annovulation occur if youre already at the secretory phase? or, can the secretory phase occur if annovulation occurs?

Ovulation to menses: The time frame from ovulation to menses (secretory phase) is somewhat constant. So, if you're in the secretory phase, the presumption is that ovulation has occurred. By contrast, the timeframe from menses to ovulation can be more variable. In a classic 28-day cycle, ovulation is expected to occur in the middle on day 14.
