See details: There are numerous neurologic conditions which can cause your symptoms. Diabetes, other causes of peripheral neuropathy and even multiple sclerosis are possible causes although they are far from the only possibilities. Please see a neurologist for evaluation of these issues.

See below.: True spasticity implies some pathology of the upper motor neurons which anatomicall would be the brain, cervical and thoracic spine. Neuropathy does not cause spasticity. There are many potential causes, including multiple sclerosis and amyotrophic lateral sclerosis, abnormalities of the cervical or thoracic cord to name a few. I would encourage you to see a neurologist asap.
