Primary Care doctor: It doesn't matter which doctor a woman sees to get her birth control pills, if she is a healthy person without risk factors or medical problems that would make birth control pills risky for her. A normal, healthy woman can ask her Family Medicine, Internal Medicine, Adolescent Medicine, or Pediatric (if teen patient) doctor... any of those may prescribe the pills or refer her to an Ob-Gyn doctor.

Some basics: BC pills are products strong enough to do a lot of good, but also strong enough to cause complications/death in some patients. It is not clear if you plan just to buy & start the pill, or if that is possible in your country. You should never start the pill without reviewing your personal & family history with a doctor. Tests may be needed to assure you are not at high risk if used.
