Start with eye doc: There are oculoplastic surgeons who specialize in work like you describe. But first please seek out an evaluation by an ophthalmologist who can help you decide what the issue really is. Some people have a lid that hangs lower than the other, some have actual eye sockets that differ in size , etc. While surgery may be an option it may not be the best option.
