My daughter has had her mmr vaccination on schedule and is 11 now. she was diagnosed 11 aug 2016 with chickenpox, 19 sept 2017 with german measles and now 11 sept 2018 she once again has a rash (not yet diagnosed) can she possibly have measles again?

Possibly: Measles is a separate condition from German measles. You can't have either twice but a breakthrough case after a single dose of MMR is possible. Measles is a much harsher illness than German measles with temperatures often reaching 40C for several days and a potential for a measles pneumonia.
