Monitor breathing: These infants have a hyper-reactive gag reflex at that age which blocks any significant penetration of water into the lungs. They would have continuous cough if it did. The struggling is part of that gag reflex. If she is now breathing at a normal rate and depth, and able to drink some fluids, you can monitor her at home. If you are too spooked to stay home have her looked at, but this sounds okay
