White bumps on Lips: Good day; Most likely these are harmless, tiny- a few millimeters at most- white bumps inside the lips called Fordyce Spots. Harmless enlarged oil glands. A HealthTap virtual consult could confirm suspicion.

Fordyce granules: Sight unseen I will take a guess that they are fordyce granules, which are visible sebaceous glands that are present in most individuals, are harmless and require no treatment. However, this can only be confirmed by having your local dentist take a look.
