A member asked:

What does it mean the doctor is available for second opinion only ? so can they still diagnose and prescribe meds if needed

Depends on setting: In the general sense, a doctor providing a Second opinion can evaluate a patient, plus offer diagnoses and treatments. However, if you are asking what "doctor is available for second opinion only" means in a HealthTap virtual consultation in 2018, it means the doctor can discuss about whether he agrees or disagrees with your First opinion, but does not offer diagnoses or treatments.

On HealthTap: This means that a doctor is available to review previously made diagnoses. But further treatment or prescribing is not part of a "Second Opinion" consultation. If you are seeking possible treatments/prescriptions, a HealthTap Prime consultation would be necessary.

Limitations : Medical boards have basic requirements for certain practices in medicine. In general they require a patient relationship, retrievable records, and an exam with vital signs and a diagnosis that supports any treatment or prescriptions. Failure to have any of these features can result in loss or restriction of a license. Some states are more strict than others. They mean what they say.

Second opinion: Doctors must be licensed to diagnose and treat in the state where the services are delivered. The can also provide an opinion, not a diagnosis, in other states when the patient was diagnosed by another provider. Peace and good health.
