Depends on cause: If not familial, sometimes dark circles under the eyes, in the lower lids, are due to allergies or due to infection in the sinuses or conjunctiva (causing sinusitis or conjunctivitis). A primary care doctor can look to see what the problem might be, and may consider allergy medications (oral, nasal spray, eye drops, etc.) or antibiotics (oral, eye drops, etc.), depending on the actual diagnosis.
