Honest: confrontation. Your friend is under no real obligation to stop using his/her phone; however, you can honestly tell them what is annoying you.

So what ?: How a person spends their time is their own business. Unless this is preventing this person from functioning in the role(s) they need to pursue their life your opinion may be viewed as just nagging. If it does, a simple expression of your thoughts is enough. Why he should value your opinion more than his own is confusing. Do others in his life view this as a problem ?
