Perhaps normal: I am white and notice that I have to carefully wash the back of my neck. If you are doing so, you may have to accept this condition. Attempts to lighten the area may bring about a "Michael Jackson" outcome.

Doctor can evaluate: Skin symptoms are difficult to describe in words. A primary care doctor or a dermatologist can examine a hyperpigmented (darker) area of skin to see what it might be. Some parts of the body are naturally darker than the rest of the body, in everyone. However, some darkening patterns are not normal (such as acanthosis nigricans) and may be due to hormone imbalance disorders.

See doc: would see a dermatologist. This sounds like acanthosis nigricans, a sl thickened pigmented area usually around the neck or axillae. Often it is found in obese pts and those with endocrine problems, such as diabetes.
