Probably normal: "Rare" probably is normal; if the lab tech doing the microscopy is careful and detailed, she may see a few clue cells in vaginal fluid from entirely healthy women. Howver, this depends a lot on your symptoms. If you['re having vaginal odor or discharge, this may be significant; if no symptoms, probably nothing is wrong.
