Probably not herpes: There are several causes of blister-like skin problems other than herpes. And you're exactly right, that herpes doesn't generally cause large blisters. Also, herpes oubreaks would not be so spread out, i.e. pubic area and thigh. See a doctor, ideally a dermatologist.
