Hard to say: Baby is not much of a label & might mean a newborn or some other age. This is quite common in newborns whose tiny teas ducts plug up easily. This often just needs to be gently removed with a wet cloth. If the lids become red or the drainage pussy it may be an infection that requires evaluation.
