Penile skin rash: There are many genital/penile skin conditions. Most are not serious. "Red and shiny" suggests lichen planus, especially if he also has white or slightly lavender or purple streaks in his mouth, inside the cheeks. However, "dry and scaly" suggest other kinds of dermatitis, like eczema and many more. He should google both for photos, then see doctor to confirm diagnosis and get the best treatment.
