Some thoughts...: Bumps may be keratosis pilaris, eczema, comedones, sebaceous gland stuff, or folliculitis. Each may have a different treatment, so a primary care doctor or a dermatologist can evaluate and give some recommendations. Rashes are hard to describe in words. For keratosis pilaris, one might try creams that contain lactic acid or alpha-hydroxy-acid to loosen up the clumped skin cells causing the bumps.
