Why is the ivf procedure not covered by medical aid? i wanted to do it last year but got stuck because of finances. does this mean i wont be given a chance to be a mother until i have 80000 for the procedure?

Depends on program: A community or a nation that is a free society creates a medical insurance or aid program by having each person pay into a fund. People who pay into the fund and get sick can use money from the fund to pay for medical care. The payments into the fund are called insurance premiums, or called taxes if run by a government. The fund is limited, so many non-illness, non-emergent issues are not covered.

Want vs need: All procedures big or small have a value to the society that funds them. When that group can fund life saving vaccines and wellness for 1000 children for what one IVF procedure costs for one person the choice becomes clear. Should that society value one persons desire ahead of the need of 1000 others for basic healthcare. Life is not fair, but has options.
