I have a cold and am on doxycycline for sinuses. but my eyes have started watering and gluing together. if its bacterial will doxycycline help my eyes?

Probably won't help: Colds are caused by viruses, and antibiotics have no effect on viral infections. And if your eye problem started while already taking doxycycline, for sure the doxycycline won't help. Discuss with the doctor who prescribed the doxy; probably best to stop taking it.
